With the approval of The State Council, the prevention and control measures for Class A infectious diseases stipulated in the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases for novel coronavirus infection will be canceled as of January 8, 2023; The new coronavirus infection is no longer included in the quarantine infectious disease management stipulated in the Frontier Health and Quarantine Law of the People's Republic of China.
一、How is our country infectious disease prevent and control law stipulated about the category of infectious disease?
● Class A infectious diseases: plague, cholera.
● Class B infectious diseases: Infectious atypical pneumonia, AIDS, viral hepatitis, poliomyelitis, human infection with highly pathogenic avian influenza, measles, epidemic hemorrhagic fever, rabies, Japanese encephalitis, dengue fever, anthrax, bacterial and amebic dysentery, tuberculosis, typhoid and paratyphoid fever, epidemic cerebrospinal meningitis, pertussis, diphtheria, neonatal tetanus, scarlet fever, brucellosis, Gonorrhea, syphilis, Leptospirosis, schistosomiasis, malaria.
● Class C infectious diseases: influenza, mumps, rubella, acute hemorrhagic conjunctivitis, leprosy, epidemic and endemic typhus, kala-azar, hydatid disease, filariasis, infectious diarrheal diseases other than cholera, bacterial and amebic dysentery, typhoid fever and paratyphoid fever.
"Law of the People's Republic of China on the Prevention and Control of Infectious Diseases" Article 3, the administrative department of health under The State Council may, according to the outbreak and prevalence of infectious diseases and the degree of harm, decide to increase, decrease or adjust the Class B and C infectious diseases and publish them.
二、In the past three years, the strict management of "class B executed class A control" has been implemented for new coronavirus pneumonia. What is "Class B management, Class A prevention and control"?
Article 4 of the Law of the People's Republic of China on the Prevention and Treatment of Infectious Diseases, measures for the prevention and control of infectious diseases referred to as Class A as mentioned in this Law shall be taken against infectious atypical pneumonia among class B infectious diseases, pulmonary anthrax among class B infectious diseases, and human infection with highly pathogenic avian influenza. The administrative department of public health under The State Council shall, after timely reporting to The State Council for approval, announce and implement measures for the prevention and control of other class B infectious diseases and infectious diseases of unknown cause.
Where it is necessary to lift the prevention and control measures for Class A infectious diseases adopted in accordance with the provisions of the preceding paragraph, the administrative department for public health under The State Council shall report to The State Council for approval and make an announcement.
省、自治区、直辖市人民政府对本行政区域内常见、多发的其他地方性传染病，可以根据情况决定按照乙类或者丙类传染病管理并予以公布，报国务院卫生行政部门备案。
The people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, in light of the circumstances, decide to control other common and frequently occurring endemic infectious diseases within their respective administrative areas according to Class B or Class C infectious diseases and make an announcement, and report it to the administrative department of health under The State Council for the record.
三、What is the difference between "Class B executed Class A Control" and "Class B executed Class B Control" in terms of prevention and control measures?
● Reporting time limit: "Class B executed Class A Control" requires that the responsible reporting unit and the responsible epidemic reporter should report on the network within 2 hours after the discovery. The "Class B executed Class B Control" requires network reporting within 24 hours.
● Isolation measures: Under the "Class B executed Class A Control", suspected patients, patients and pathogen carriers shall be isolated to treat, and require close contacts to undergo medical observation in designated places. Under the "Class B executed Class B Control", according to the need to take the necessary treatment and control the spread of measures.
● Regional management: Quarantine measures can be taken for persons in places where Class A (including Class B executed Class A Control") infectious diseases have occurred or in specific areas within the places; In the event of an outbreak or epidemic of A or B class infectious diseases, emergency measures such as restricting cluster activities, suspending work, business, school, and sealing epidemic areas may be taken.
● Traffic health quarantine: When A class (including "Class B executed Class A Control") infectious diseases occur, traffic health quarantine can be implemented; The measures are not implemented for "Class B executed Class B control" infectious diseases.
四、What are the requests of the individual in epidemic prevention and control under the law of our country infectious disease prevention and treatment?
● All units and individuals must abide by such preventive and control measures as investigation, inspection, collection of samples and isolation treatment of infectious diseases by institutions for disease prevention and control and medical institutions, and truth-fully provide relevant information.
● No unit or individual may discriminate against patients with infectious diseases, pathogen carriers or suspected patients with infectious diseases.
● When any unit or individual discovers a patient with an infectious disease or a suspected patient with an infectious disease, it shall promptly report to a nearby disease prevention and control institution or medical institution.
● Any units or individuals that violate the provisions of this Law and cause the spread or prevalence of an infectious disease and cause damage to the person or property of others shall bear civil liabilities according to law.
Finally, experts remind that the return of the new coronavirus to "Class B executed Class B Control" does not mean the end of the epidemic. Personal protection cannot be relaxed.
