On April 28th, some parents in Shenzhen thought that Shenzhen Fuyuan School had some immigrated examinees for the College Entrance Examination from Hengshui School in Hebei Province. Thus, the relative offices of Shenzhen set up an investigation team and verified that there were 32 immigrated examinees among the 2019 college entrance examination candidates from Fuyuan School, i.e. that the aforementioned examinees employed trickery to acquire the Guangdong province entry qualification. According to relative stipulations, the aforementioned examinees have been canceled the college entrance qualification in Shenzhen and the Fuyuan School has been punished administratively.
So what is immigrated examinees on earth?
Compared with Hebei Province, the minimum passing marks for admission of Tsinghua University and Peking University, is lower in Guangdong Province. Meanwhile, the Hengshui School in Hebei Province is famous for training many students with high scores.
Shenzhen Fuyuan School may choose few students to keep their name on the books but send them to Hengshui School in Hebei Province for study. Those students will come back to Shenzhen to take the college entrance examination.
Hengshui School in Hebei Province may choose few students to keep their status as Fuyuan School’s student but still making them study in Hengshui School. Those students will go to Shenzhen to take the college entrance examination.
So, the Cantonese is unhappy because they worry that the aforementioned schools’ behaviour will destroy the education fairness.
The article 43 of the Law of the People’s Republic of China on the promotion of private education stipulates that, if the private school infringes the educatees’ legitimate interest, educatees and their relatives shall have the right to appeal to the administrative department for education and another relevant department. And the relevant departments shall deal with it in time.
The article 4 of the notice on 2019 general college enrollment unified examination registration in Guangdong Province stipulates that, admission offices(examination centers) shall return those candidates who migrate registered permanent residence abnormally or forge census register.
The article 3 of the notice on implementing the job requirement of governing immigrated examinees for the College Entrance Examination stipulates that, admission offices shall cancel the examinees’ registration qualifications in local or in another city of Guangdong province, if those examinees do not accord with the university entrance examination qualification of Guangdong province. Briefly, those who do not accord with register qualifications can’t attend college entrance examination in Guangdong province.
So far, the people outside the Guangdong Province maybe want to sing one song named Liangliang.
Actually, you don’t need to be afraid. As one who observe law and discipline, you can choose to take the college entrance examination in another city.
The notice on implementing the 2019 general college enrollment unified examination registration in Guangdong Province stipulates that, the examinee and parents whose registered permanent residence are not in Guangdong Province, must meet ‘two legal’ and ‘three three-year’ requirements, i.e that they shall have a legal and steady career, a legal and steady residence, as well as three years’ status as student, social security and residence permits respectively. Thus, the candidates outside Guangdong province can take college entrance examination when they meet certain requirements.
