Then the man asked the cashier who said this is the popular way to round off which if the fractional part is equal to or more then 5 it would be rounded up, vice versa , for the answers, but the clerks found the man it is difficult to understand and said if the man lacked of a one Mao RMB they would transferred to him.
A one Mao RMB may not be a business in daily life, but the local Dalian Municipal Supervisory Bureau doesn't think so, and has launched an investigation.
Common is not equal to legal, don't be a sucker!!
Here, we need to be clear, "rounding off" is illegal behavior.
A rounding off is the way to get the convenient by reducing use cash, while the mobile payment is increasingly popular and convenient now days, many businesses still use this way "rounding off" to violate consumers' right to know, right to choose and right to fair trade.

(3) selling commodities at a higher price than the listed price or charging fees not indicated;

Therefore, if a consumers be in this situation, which he or she may keep the relevant bills and payment vouchers as well as reports to the market supervision department timely. There is no shame in making a fuss about a one Mao RMB about rounding, because it takes such courage to protect the rights and interests of consumers. We should have the courage to say "no" to such behavior, and be more "haggle over every ounce", so that merchants who violate consumers' rights and interests will pay the price.
